MSHSAA schools vote to amend MSHSAA Constitution and By-Laws
The voting deadline for schools participating in the 2007 MSHSAA Annual Ballot is Tuesday, May 1. This year's ballot contains 31 potential changes to the MSHSAA constitution and by-laws including a petition to conduct separate district and state championship series for public and nonpublic schools, a revision to the football playoffs, and other issues important to our member schools.

Each ballot will be validated on Wednesday, and an independent committee of school administrators will tabulate the ballots on Thursday, May 3. Final ballot results will be released after 5 p.m. on May 3.

PROPOSAL NO. 1

To amend Article III, Section 5-a of the constitution to address the change to an online submittal of membership and sports registration information.

To amend Article III, Membership, of the Constitution by adding new Sections 6, 7, and 8 to allow for "Affiliate Registered Schools" on a two-year experimental basis. A two-thirds majority vote would be necessary for passage on the Annual Ballot.

To amend By-Law 106 regarding High School Cooperative Sponsorships by deleting the requirement that one or both of the two schools that desire to cooperatively sponsor a program be without the program for the year preceding the cooperative sponsorship.

To amend By-Law 213-a, Academic Requirements, Grades 9-12, to increase the current minimum threshold for academic eligibility from "2.5 units of credit or 70% of the maximum allowable credits, whichever is greater" to "3.0 units of credit or 80% of the maximum allowable credits, whichever is greater."

To amend MSHSAA By-Law 213, Academic Requirements, Grades 9-12, to allow a student to be eligible to represent a member school in interscholastic activities provided the student is enrolled at the member school and is taking at least two classes at that member school plus classes through MoVIP that would allow him/her to reach the minimum academic standard.

To amend MSHSAA By-Law 213, Academic Requirements, Grades 7-8, to shorten the grading period for eligibility for junior high students from a semester-based system to "a period no less than six weeks and no greater than nine weeks where progress is determined and is reported to students/parents."

To amend a combination of three MSHSAA By-Laws to allow for the playoff system described in the background information. By-Laws that would be amended include: By-Law 322, to move the first-allowable football contest date one week earlier (from Thursday of standardized calendar week number nine to Friday of week number eight); By-Law 355-e, to reduce the number of required practices that each participant shall have prior to participating in the preseason inter-school scrimmage from the current wording of "at least fourteen (14)" to amended wording requiring "at least nine (9) individual days of physical conditioning practice. The ninth day of conditioning practice must occur on a day preceding the day of the event;" and By-Law 355-i, to move the first allowable date for the preseason inter-school scrimmage one week earlier (from Friday or Saturday of standardized calendar week number eight to Friday or Saturday of Week 7).

To amend the planned change in MSHSAA By-Law 323 in order to maintain what is now the first-allowable contest date for basketball – Monday of Week 21 (Monday of the week of Thanksgiving) in order to allow for traditional Thanksgiving Week tournaments to continue. [All athletes must meet the conditioning standard (By-Law 310) prior to competition.]
