September 19, 2005 Many of our schools across the state are receiving new students as a result of the aftermath of Hurricane Katrina.These students will be arriving and will most likely be admitted as a "homeless child," as addressed by the Missouri Department of Elementary and Secondary Education. It will be extremely difficult, if not impossible, to get student records. Many of these students will desire to participate in athletics. To assist our schools and these students and their families the following procedure should be followed for transfer of eligibility for athletics. 1. The student will be considered as a Hardship Transfer (By-Law 238.3-a-8), and because of not being able to get records the transfer, will also be considered under the Hardship Provision (Article IV Section 6-p). 2. The receiving school, because of the Hardship Provision, will not need to fill out and file the Hardship Transfer Application (Form H). 3. Due to the circumstances surrounding the receipt of student records, MSHSAA will rely on the local school's determination regarding an incoming student's grades, citizenship, semesters, etc. (Age may be verified, for example, with a driver's license). 4. The receiving school will need to send a letter to the MSHSAA office listing the student(s) entering your school due to the hurricane. It is acceptable to list more than one student on this letter. PLEASE FAX THESE LETTERS SO MSHSAA STAFF CAN PROCESS QUICKLY. 5. The students may practice, but may not compete, until MSHSAA sends the processed letter back to the school. 6. The students must meet the conditioning requirement and can count conditioning days at their previous school. 7. As these students and their families settle in, they may find housing in a different school attendance area. If this occurs, the receiving school will need to complete the Hardship Transfer Application (Form H). In these instances, you need only contact the other school attended since leaving their homes due to Hurricane Katrina. Thank you for your cooperation.
